GENERAL POSITION SUMMARY: This is a senior leadership position that directs the operations of the Public Health (PH) Division under the general supervision of the Health and Human Services (HHS) Department Director. The PH Division has over 23 employees and a budget of $2,131,539. Directs the planning, management and evaluation of public health services including environmental health, bioterrorism and emergency preparedness, health promotion, maternal child health, WIC, communicable disease investigation and follow-up, HIV, Ryan White and immunizations including influenza. Supervises public health managers. Assesses overall program needs. Responsible for oversight of all division budget activities. Responsible for promoting coordination and collaboration of PH Division programs and staff with other Divisions and community partners.

Five years experience in Public Health, including two years of progressively responsible administrative

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES: a. Develops public health program objectives and plans programs in collaboration with the Director, other department leadership, PH Advisory Committee, consumers, program managers and staff. b. Prepares/presents annual program plan and budget, which includes an assessment of County public health needs, program goals, projected local revenues, and requests for state and federal revenues. c. Monitors and manages the Division budget to control expenditures and maximize revenues. d. Monitors program and contracted services to insure compliance with statutory responsibilities, state administrative rules, and state program assurances for public and environmental health. e. Directs and conducts in-service training programs for staff and community groups in matters relating to public health. Coordinates development of staff training, evaluation standards, quality assurance and quality management with program managers. f. Consults with individuals, groups and agencies to assess community service needs for public health. Reviews consumer usage of existing services. Meets with HHS Director, state agencies, associations and councils to acquire information and represents Lincoln County in policy matters. g. Responds to general inquiries from the public concerning the availability of public health services. Responds to complaints or questions about services provided to clients of County public health programs. h. Staffs PH Advisory Committee. i. Member of and participates in core leadership team. j. Participates in all aspects of preparedness including classes and drills, as well as federally required Incident Command Training. k. Participates as a voting member of the State Conference of Local Health Officials (CLHO) l. Has a working knowledge of all department programs. Decisions are made within policy constraints and comply with a wide variety of state and federal requirements. SUPERVISORY RESPONSIBILITY: Supervises program managers. Provides consultation and guidance on program planning, administration, budget, personnel, training matters and clinic operations. Reviews program goals and objectives. INTERPERSONAL CONTACTS: Interpersonal contacts are made with Lincoln County employees, agencies and within the community. Internal contacts include within own department and other departments. External contacts include Oregon Health Division, CLHO, the public, community and services groups, and other government and private agencies. Interaction includes directives, information exchange, interviews, training, referrals, problem-solving and cooperative grant writing. Contacts are usually made on own initiative and may concern confidential, sensitive information. The majority of contacts are made face-to-face. SPECIFIC JOB SKILLS: Expert knowledge of the philosophies, principles and practices of public health. Thorough knowledge of statutes and administrative rules which govern community health operations as well as those which define public health. Considerable knowledge of administrative principles associated with budgeting, employee supervision, personnel management and program planning. Ability to supervise and train professional staff and support personnel effectively utilize consultation and team approaches on program assessment, development and management develop and maintain effective working relationships with staff, agency personnel and the public. Skill and knowledge in writing comprehensive annual program and plans. Physical capability to handle high degree of mobility required by position. EDUCATION AND EXPERIENCE REQUIRED: Bachelor&rsquos degree in nursing required, master&rsquos degree in public health or related field desired.
